German language level B2: what it means and where it is required

Published

B2 is the fourth of the six levels of the Common European Framework of Reference (CEFR): you understand the main content of complex texts, abstract ones too, speak fluently enough that a conversation with native speakers takes no great effort on either side, and can argue a viewpoint with pros and cons. The German Residence Act calls B2 “good German”. You can prove it with telc Deutsch B2, for example.

What does German level B2 mean?

The CEFR has six levels: A1, A2, B1, B2, C1 and C2. B2 sits directly above B1; only C1 and C2 are higher.

The Council of Europe’s global scale and telc describe B2 like this:

Skill What you can do at B2
Understanding the main content of complex texts on concrete and abstract topics, including technical discussions in your field
Speaking spontaneously and fluently; a normal conversation with native speakers without great effort on either side
Writing clear, detailed texts on a wide range of topics
Opinion explain a viewpoint on a current issue, with the advantages and disadvantages of options

The step up from B1 is mostly about weighing: at B1 you give brief reasons for an opinion, at B2 you compare options. The differences line by line are in the difference between B1 and B2; what B1 means exactly, in German language level B1.

Where does German law require B2?

The Residence Act translates its terms into CEFR levels. When a law or an authority speaks of “good” German, it means B2:

Term in the law Level Where you meet it, for example
simple German (einfache) A1 —
adequate (hinreichende) A2 —
sufficient (ausreichende) B1 settlement permit; citizenship asks for B1 directly
good (gute) B2 points for the Opportunity Card
command of German C1 —

One example is the Opportunity Card (Chancenkarte), the residence permit for looking for work: good German gives 3 points, sufficient 2, adequate 1, and only the highest level counts. You need at least 6 points. So if you hold a B1 certificate and are one point short of the minimum, B2 closes exactly that gap: 3 points instead of 2. The other points come from, among others, work experience, age and the recognition of your qualification – by the same table in the annex to the law.

B2 is also the target of one of the BAMF job-language courses, which ends with the Deutsch-Test für den Beruf B2. For employers, recognition offices and universities the law sets no general level – they decide which proof they want. Ask them.

How do you prove B2?

With a certificate that says B2. Two common ones:

  • telc Deutsch B2, a general exam you book at an exam centre, digital, hybrid or on paper.
  • Deutsch-Test für den Beruf B2 at the end of the job-language course, with tasks from working life. Both compared: telc B2 Beruf (DTB) or telc Deutsch B2.

A B2 certificate also meets any B1 requirement, such as for citizenship: it certifies a higher level than asked for.

How does telc Deutsch B2 test the level?

The written exam takes 140 minutes: reading, language elements, listening and an e-mail. The oral is in pairs, with three marked parts of 25 points each. For the certificate you need 60 % in both: 135 of 225 points written and 45 of 75 oral.

Three places show the gap to B1 most clearly. In listening every recording plays once, the radio interview with 10 items too. The e-mail needs at least 150 words, and a point only counts as covered with more than one sentence. And in the first oral part you speak alone for up to a minute and a half on a topic you prepared at home. The format and points in detail are on telc Deutsch B2 exam.

How can you tell whether you are at B2 yet?

By the exam tasks. telc offers a practice test with audio for free; take it with a clock and without breaks. Then ask yourself:

  • Did you understand the recordings at the first and only hearing, the longer interview too?
  • Did you write an e-mail of at least 150 words in 30 minutes, with more than one sentence on each point you chose?
  • Can you give reasons for your opinion in a conversation and weigh the pros and cons of options, rather than just agreeing?

Where the answer is “no” is your gap to B2 – and that is the part to practise.

Questions

Do I need B2 for German citizenship?+
No. § 10 (4) of the Nationality Act asks for B1; a B2 certificate meets that too, because it certifies a higher level.
Which exams certify B2?+
For example telc Deutsch B2 and the Deutsch-Test für den Beruf B2, the final exam of the B2 job-language course.
How many Opportunity Card points does B2 give?+
3 points; B1 gives 2 and A2 one. Only the highest level counts, and you need at least 6 points in total.
How long is the telc Deutsch B2 written exam?+
140 minutes; then comes the oral in pairs, with 20 minutes of preparation for parts 2 and 3.
